Is it right to cut the theif's finger?

Today when I were waiting for bus at the bus stop,one middle-age man put hands into my bag.It was lucky I found him timely so that he wasn't sucessful.Imaginning if I ask for police,what would happen? The theif would be caught and set free. Next time he also would thieve.In Singopore,the government make a role that the police will cut the theif's one finger once police catch the theif.On the surface,it is too brutal but actually it is the only way to prevent the theif from thieve.What do you think of that?

Well, one thing that thieves probably do that is that they needed money badly, or are in poverty, but I guess it also justifiable to cut a finger so as to make an impression on the other thieves that they should back off and not do it again. It serves as a warning to other thief wannabes to stay put and just not steal anything. It okay with me, since we have so many snatchers and thieves in our area.
