How to set my internet connection to slow but I can make it faster again?

Nope just don't give me an answer about virus or spyware. im serious. I just want to slower my internet connection during my cousin will use it.. I worried if my cousin will use my computer because he will turn on my computer 5 - 7 hours straight! by the way back to question my cousin hate if the connection is slow and he will immediately turn off the computer so good right? so pls give me a way how to slower the connection but can make it fast again... thnx in advance!
