Anybody know how to set up a Spalsh page, and or how to use traffic exchange.

In my current expedition to make extra money I have stumbled on PTC,and PTR sites. For these sites refferals are key in order to make money. I have heard of traffic exchanges, and splash pages. But cannot find anything that tells me how to set up a splash page, and then be able to use it in the traffic exchange. Anybody have any hints? and any other ways to make money online? I am reviewing different programs but refuse to use sites that I have to pay for. Please any help would be appreciated.
