Scam sites

We have all gone on some sites and then realised they are scams, is there a website we can report these scam sites to? and is it just me or do other people feel that scam sites should be able to be shut down and banned from opening another site. I feel that people who open scam sites are taking advantage of the situation at the moment. Let me know if you think scam sites should be shut asap.
