God morning myl999, I can tell you that there is no legit site with no or little amount of investment that do not need efforts from your part. There are sites that are called matrix, you might spend 2 or 3 dollars in those programs, however you need to work as much as for pennys since they need you to refer other people to those programs...there is no fast earning way...anything in earning money online need you to put some time into it...I guess you already found out it is not easy to get referrals into free money programs...if you do not provide some proof of your payments from the programs you use...then it become more easier...lol God luck.
