Alertpay? No Paypal?

How come some PTC sites give cash through Alertpay, when they know that most of them have a paypal account? I find this very irritating! Please someone explain to me why this happens! =(

It's against PayPal's Terms to use it as the payment processor for that type of site. If they did use it, they would more than likely have their PayPal account frozen. Whilst some sites do use PayPal, they have either asked PayPal first for permission, or are taking the risk of losing their account an everything in it.
