how can a foreigner get married to a us citizen

i am a non us citizen w/ a us tourist visa, i have an american boyfriend and we're planning to get married in texas soon i get there. but i am still legally married in my country, can we still get married and what are the requirements.

I am pretty sure that you have to prove you are not married before being allowed to come and marry here. Look up the immigrations rules, they are on the web.
