Is Billionaire PTc is scam?

hi All Mylot Members! i am member of billionaire PTC,they will more than a cent for a one ad.thier payout is $50.but yesterday i have carefuly read their TOS that $50 is not actuall money, itr will be recalculted after the Payout Request.now i want to know,any one who has experince of Billionaire tell me what the actual situation is.coz it take more than a month to make $50.and in regard if they pay few pennies,Please share your experience.
