Taking Out The Trash

Is your community clean?
Such a simple question but the answer can be very telling.
If you're community is clean is it simply because you have a decent city works program that cleans and collects trash and recycling in a timely manner? Or is it because of your local community charter/council?
If it isn't why is that? Is it because of the lack of a decent city works or lack of community charter or is it because of the citizens of the community?
In our neighborhood it runs the gamut, every day I walk my dog and every day I pick up her leavings and at least one bag of trash; our community is relatively neat but this trash is coming from somewhere, some of it from people who drive by and simply throw their trash out the window, some from improperly stored/collected trash and some of it is simply blown over from other blocks.
In any case it's frustrating. So, do you have suggestions on how to bring a little more clean to your community? And how are YOU going about making your neighborhood a better place?

Excellent response, I think that's pretty much it, you can't rely on the government to clean up your community, you have to be responsible for your world.
