ciao has been banned in asia how it can be opened for asian member.

Yeah, thats too bad. I am an Asian, and a member of Ciao too (quite new). That site really can be a good way for earning money, unfortunately i did not reach the minimum payout yet, and suddenly it has banned Asian member.

Under what circumstances was it blocked? Was there an announcement on the news? Did the government explain why it is banned? I am curious to know more information about this ban. Maybe you should add a note to Wikipedia to inform others that the site was banned and why.
