Junk Mail Blaster - scam or genuine?

I recently came across this site www.junkmailblaster.com. I was wondering if this was another scam or a genuine thing. Firsthand experience would be much appreciated.

Its a junk i have heard that they dont pay recently my freind told me he send a request to it of 15$ and after 2 months he was give just a dollar so its a big scam it was a 14$ scam
