How Can I "Fix" My Garbage Disposal?

I live in a house where its not my house, but I am a room mate here. The garbage disposal doesn't spin and water backs up in it to where it doesn't drain properly. I talked to the person whose house this belongs to, and he said cereal is the reason it doesn't work anymore. Is there some kind of house hold remedy I could use to make the food break down? Say like draino? Id really like to get the food to go down with doing as little physical stuff as possible. This guy won't get it fixed (he's pretty lazy, lol) and I want to be able to use that side of the sink and the garbage disposal! I really appreciate your advice.
