Sentencing Guidelines - Why don't judges follow them?

Recently in my hometown a father was convicted of impregnanting his 15 daughter (who had the baby, but gave it up for adoption). The "father" had previously been convicted of check fraud and traffic violations. The prosecution asked that he be given 20 years in prison and no contact with the daughter or baby. The Judge gave his 5 yeares (2.5 with good behavior) and the Judge said it wasn't his place to keep them seperated when he gets out of jail. By the way this was his biological daughter ... What do you think he should have been given?
