Did Obama, Pelosi and Reid violate TARP law?

Section 101. Purchases of Troubled Assets. "Authorizes the Secretary to establish a Troubled Asset Relief Program ("TARP") to purchase troubled assets from financial institutions..." http://www.scribd.com/doc/6288449/Final-Bill-Section-by-Section The Central Committee used TARP funds in the "bailouts" of GM and Chrysler. Neither of which are "financial institutions". Did The Central Committee violate the law? If you don't think so, please explain.

If a law is itself unconstitutional, is it a violation of the law to violate that law? I dunno, this is a huge can of worms that should never have been opened. But to your point, with such vague and confusing language and almost zero oversight, it is no doubt there are a number of violations going on within the framework of tarp, by a good number of people, including elemtnts of congress, the executive branch as well as the treasury department and the federal reserve.

Well yes they did violate the law but TARP violated the Constitution so really what does law matter?
