DO I have to verify my paypal to make small transactions?

i only want to spend like 20 dollars or less with my paypal. do i need to verify before i can do so? if i want to buy something online, is verifying required?

If you have money in your account and if the site you want to purchase from allows unverified accounts then you should be able to use your unverified account. I've used mine to get memberships from Megaupload and Rapidshare and my account is unverified.
