is nomincashout a scam?

if someone knows about this i hope you could help me. i am a member of this site but by now i stop clicking because i have heard about the bad rumor on this site and i don't want to waste my time clicking on sites that are scams and we then ended up thinking we could be paid where in fact, it doesn't. help me out please. thanks my friends jhelai
