If one person's parent fused with someone else's parent would they be related?

For example there is Timmy and Tommy. They are not related to each other since they have different parents but if Timmy's father fused with Tommy's father would Timmy and Tommy be brothers?

I am talking about fusion. Like red paint mix with blue paint to make purple paint. Like that expect with people.

If people could fuse, They would still not be brothers because they have different parents, tommy has 1 mom and 1 dad- Timmy has one mom and 1 dad, but just because they fused does not mean that each other has the same blood. Hope you understand what i mean, Because I just confused myself.

They may not have the same blood as each other but they have the same parent who has the same blood as them.
