When to Interfere with a Parent in Public?

Two celebrities have recently been snapped in very different situations regarding toddler meltdowns. The first involved Kate of Jon and Kate fame spanking her child, while the other involved actress Liv Tyler making the decision to step in when she saw a mother hitting her screaming toddler. What would you do if you witnessed a parent acting badly? Would you intervene directly? Call in child protective services? Do nothing?

if i'd see something like that happen once, i'd probably just let it go. but then if the parent continued treating the child this way i'd tell her something. i've even given my child a quick little smack on the rear at a grocery store because of how he was acting. but sometimes you see these moms who are on their cell phones not even paying attention to their kids, and then the kid jumps out of a basket or tries to grab a candy bar and that's when the parent decides to jump in and start yelling at the kid and being all loud. some people just really shouldn't have kids!
