I think it may be a reference to Heaven or just some type of paradise. This is a very good question.
Whatever it means, for sure, I know that it means that the person who is on cloud nine is on a natural high from some good event and that makes them skyward bound!

Yes. Cloud 9 is a slang term for a happy place. Euphoria. A nirvana. Heaven. A great feeling.
