Destiny is serving Alcohol??

Ok - Maybe i'm confused here but I always thought that inorder to serve alcohol, you have to be the legal drinking age (atleast that's how it was when I was younger). Has that changed? I saw that in yesterday episode of OLTL, Destiny was workign at the country club and served alcohol to Nora and gang....that seemed odd to me....Did I miss something? im pretty sure she is not 18, since she is in the same classes as matthew....did they explain the alcohol thing at all??
