motorcycle repair

I am changing forks on a motorcycle but one set does not have a steering stem, so can i take the steering stem off the triple tree of old forks? there is a C clip on bottom of stem (removed) is the lower bearing preesed on ? Is stem pressed onto lower triple? Can it be removed?
