what if your headmaster and your foundation doesnt support the ideas to....?

My friend is a new teacher of the "A" school, she's teached there for a year. When she 1st get in this school the headmaster is so nice and open minded kind of teacher, but after a view months the headmaster was changed, because he has a different vision with the foundation besides he felts that he doesnt comfort with that position. And the chaos begans, the new headmaster is steering by the foundation, and she isnt open minded as the ex-headmaster. She cant accept any new ideas, even if it's good for the students and for the school, with the reason to press the budget. Altough the students already have fund for the programmes, they still not agree with the idea. Now... my friend is confuses, she wanted to move from that school but she's worried with the students 'cause she's already feel closed with them. And then she's tried to send an application to another schools, but the other school was called by the foundation to not accept my friend. The question is... should my friend stay in the "A" School or not? and why?
