why can't i change my payment informations?!
and should i be an american citizen to get my money?!

You CAN change your payment information... maybe you didn't try hard enough. Here's the guideline telling you how to do that: http://www.mylot.com/o/faq/faq6.aspx#11
No, you don't have to be an American citizen to receive payment. I'm from Romania and I got my money from myLot many times.
