You can't delete a .dll file. It is a file used by your PC and it is needed for your PC to WORK. Better don't try to delete it. There is a way that these files can be deleted. I tried and the PC needs Reinstall of the Windows. Finally to sum up: It is a library file which you don't need to DELETE.

DLL files or Dynamic Link Library is an essential parts of Windows operating system. So I suggest not to delete it or you'd end up w/ a corrupt files or progarms in your system... Lots of DLL files can be found in your C:\WINDOWS\System directory... it is actually a collection of executable files, codes, data & resources... DLL is needed for EXE files to run properly... & it's dll counterpart is saved somewhere in your System directory... so it is important!
