Investors! I need your input!!!

So, The state of California has been issuing IOU's due to the recession. Turns out, each IOU has an interest rate of 3.75%. Do you find this as a good investment? What things would need to happen in the economy to make you willing to invest again? The state of California has a large deficit problem as you may know, and I'm curious as to what would attract domestic and foriegn investment. What do you think about the economy?

yeah its a good interest rate higher than some saving accounts here in the uk. It is a good short term investment as the economy will take a few years to recover and offer rates above 4%.
