Why is it called cardiac arrest?

Cardiac means heart.arrest means to stop. Heart stop functioning. "Arrested" blood circulation prevents delivery of oxygen to all parts of the body. Cerebral hypoxia or lack of oxeygen supply to the brain, causes the victim to loss consciousness and to stop normal breathing. If cardiac arrest is untreated at least 5 minutes brain injury is likely result.

From this explanation of yours in the discussion, I seem to be more aware of the so-called cardiac arrest. But I am wondering how we can stop this kind of cardiac arrest from happening and what steps we should follow once it happens to us in the first time.
