Does anyone know where packing peanuts originated from?

A friend and I were having a dsicussion today about packing peanuts (deep, I know) He said that the first "packing peanuts" were actually peanuts. I disagreed, saying that penuts are too brittle and crunchy to be effective in packing. Does anyone know who's right?
