Hi, No, you never need any ranking to upload profile picture. You can add a picture by going to preference button which is showing in the top of the screen in between your earnings in dollars and logout button. So please go and add your favorite picture soon. If you want to add images with discussions you have to reach 500 and adding emoticons you should reach 200 that’s all. There is no restriction for adding a profile picture.
