Sounds like you must be the city planning commission? Our city is trying to get more tourists in, and revive our downtown. They've started roping off one of main streets in downtown on Friday nights for various local groups to perform family friendly concerts. The local schools can set up concessions stands and make money to fund their programs. It seems like if the community gets involved with planning events it seems to help with morale. Also, if the citizens feel safe it helps with their mood. Good luck with the "city mood"!
