Why is my cat digging around her water bowl before drinking?

I have a very funny cat. She likes to dig around the water bowl(as if she is digging for a rat)before she drinks her water. She is so stronge that she can move and topple the bowl....Sign... Can anyone tell me why she is behaving like that? What can I do to stop the problem because I dont want to clean up the mess every time!
