anyone help ,when should i have downlines ? one months?!!

i am new as PTC and mylot ,so i konws little ,it seems neobux can allow member have doneline after 30 days self click , is it true?? all PTC have the rule ?? if not , about how many PTC sites have the rule ,more than half or less?? thank you all who answer my question , because i need to get downlines as soon as possible .but i dont wanna waste my time ,COZ if one months allowed, no one will be my downline even he or she joined through my link . HELP...
