Public sector banks

Hi All, It is good that public sector banks are on recruitment drive. but why did they adopt 2001 mass vrs scheme?Lots of able guys went away for greener pastures or to start on their own as financial consultants insurance advisors etc. others sat at home enjoying the package got married off sons and daughters. I have an idea for these public sector banks. for back office operations they can hire these guys who took vrs . they will work for reasonable amount and they have experiences. their back papers are in the respective banks and they can be checked and this guy be fitted in the best suited one.
