City Hall has been breaking the rules?!?

City Hall was recently audited and it has been discovered that it will take approximately 2 million dollars to fix all of the problems that the audit revealed. From the bathrooms, to the elevators.......... How do the people that are supposed to be leading others manage to allow themselves to be audited and then not be able to get caught for decades? During this news report the spokes person stated it was because of the negligence of previous leadership and that it is really unfortunate the they were audited during the recession that the country is in.
Okay, what in the heck does the recession have to do with the audit revealing that things should have been done right the first time around. Apparently it was someone's job that they failed to do and they attempted to cover it up. I still don't get it much.
It's a blessing that City Hall has time to properly plan the renovations required in order that would be complaint with the audit that they just received!
What happened to integrity and honesty? Why doesn't anyone want to accept responsibility and take ownership for their downfall or shortcomings?
