Can Someone PLEASE explain the rental referral program to me.

Hello all mylotters that are PTC Clickers, my problem is that when I rented referrals I read the info over and over. Well what I am most confussed on is how do you recycle referrals?
How does the recycling work? I am not looking into recycle any yet but there is one that I am going to give one more week before I decide what to do. This one has only clicked 2 days out of the 6 days that I had the referrals so far. So I figure I would give one more week before I recycle to see if the person becomes more active.
I can understand if you can't do it everyday but to only do 2 days so far in 6 days seems to be insane.
How long do you wait to recycle? Any help I can get would be great.
