When is it right to lend money?

many of my friends come to me when they are in need of money. i'm the type of person who really can't refuse. but sometimes i really don't want to lend them money because I myself don't have that much. but some are really in need of it. when is it right to lend money? and when is it ok to refuse? help

Wow......think you must be evry rich:) In fact thats a really hard to answer question as I do facing the same problems:( For me I will try best to help but not neccessary by money.
