How come Beauty and The Beast is the only animated movie nominated for Best Pic?

I thought it is unfair for the Academy overlook animation movie these years as they were so good and many of them breakthough standard for even live action movies, especially Pixar Ones. I recall the movies like Finding Nemo, A Bugs Life, Toy Story, or recently Wall-E deserve Best Picture nominee. I particularly think Wall-E can get a nomination last year since it's definitely has a really heartbreaking story and making a breakthrough of how a movie can be so captivating its audience without even a single dialogue in the first 45 mins. I think The Lion King at the time was also a great movie, I wonder how it also didn't get nominated after Beauty and The Beast succesfully score an Oscar nod. Do you agree with my opinion?
