Scamming: The Death of PTCs?

As we all know, PTC sites have a tendency to scam. I've given this some thought, and I'm curious if others agree with the reasoning.
Advertisers pay to have their ads seen. Currently, the standard scheme is $0.01 per click and a $2-$10 cashout. However, since many PTCs are scamming, users are not bothering with them, and are starting to want lower payouts, with more per click (at least, that's what I'd like myself). In addition, getting to the minimum payout becomes more important than the ads themselves (again, this is me, so it might not be generally representative), and thus, the ads will become less valuable, and advertisers will stop using PTCS,
making it so hard to start up a PTC, that no new ones come along. However, this begs the question: Why don't people just start up legit PTCs?
