ball tampering

Allan Donald former south african fast bowler said that ball tampering should be made legal to compensate for advantage batsman are getting in the form of dead pitches,new bats etc.I read this in a news paper.
Do u think he is correct?
I feel ball tampering will put real challenge before batsman ,and can be allowed in T-20s.

you are playing a game of skill and not a conning a game,
ball tampering is like conning, and should be banned, if it is allowed, whats the use of playing,
with tampering allowed, it will be not fair to the batsman, and infact he should also be allowed to use iron bats or something like that.
