What's the benefit give 100% ref cash back in paid to click sites?

I was surfing and found many people offering 100% referral cash back in some Paid To Click sites. So, I am very wondering about this ... what they benefits to give 100% referral back because they will not get money from they downline in that site. Can any one help me to give suggestion about this? and what the benefit?

Well if you see, at first it comes to my mind that whoever is saying that is just doing fraud, he/she will not pay you, just telling you that you will get that money. What is the guarantee other than just trusting, what you will do if he/she doesn't pay you a penny.
The other benefit may be, at some sites, they must be giving some other benefits compared to earnings, which might help the referrer to earn more amount with count of referrals compared to their referral earnings, though not sure about this.
