Map digitizing, anyone?

What I'm trying to do is create a 3D digital map based on a .jpg scan from a common topographic map.
I know that some programs allow such an operation, by drawing lines over the map's contour lines and assigning them the appropriate value, but I just can't figure out how to do that... I've tried in MapInfo and Global Mapper, but I have failed...
Does anyone know how to do that? Can you give me a little guidance?

If you have some 3DS Max experience you can most definetly do what you want in that program.
