Why do you think Africa is often a preferred scape-goat?

I have noticed that people and governments often prefer to ascribe ills to Africa: Whenever there is some negative or derogative findings, the first impulse is to tie it to the continent of Africa. Why do you think that people and governments often prefer to use Africa as their preferred scape-goat?
