Captha encoding, good or bad?

I stumbled upon a blog while I was researching about captcha and it said there that captcha encoding is not good and that those who are requesting for these kind of jobs are those who are spammers. Can anyone tell me if this is true or not? Are all captcha encoding done for this reason?
