Does a wink say much?

Call it abusive, paranoid, repulsive, an acknowledgementor intimidating, a wink has quite a few connotations, which brings me back to the question; does a wink say much? In most cases, I find that a wink is repulsive, as it seems to suggest that the person who does so, does it with a smile.
