Rights or Privilege to carry a Gun?

In my country (Phillipines)carrying a gun is only a privilege, we don't have respective rights to do so. These priviliges are limited and any person who wishes to carry must show proof that his/her life is in danger. And while carrying it must be concealed to a clutch bag or gun bag and is strictly not allowed to public places such as malls. In your country, do you have rigths or privilege to carry a gun or totally banned? What are your opinion in the right to carry a firearm?
