Are there any Universities or colleges which offer full scholarship for studies

I am looking for universities or colleges which offer 50 percent or more scholarships to eligible students to study there. It could be in any country and I like to do this bit of servie to students from my country. Any suggestions anyone?

I do know that college education is free in Sweden, but how far it's true is something which I need to confirm. I really thought that this forum would help me get a better picture of what, how much and where colleges offered scholarships for deserving students, but nothing has come up so far.
