Star Rating on Mylot

Could someone please explain to me how exactly the Star rating works. I thought it had to do with writing quality work, spelling and good english. I was just reading someones discussion her rating was a 10 however her spelling and english was really bad. Do I have this wrong does it have to do with other things. Please explain thanks so much.
