Why can't I create IMreportcard account?

I got a forum link that really pays and signed up but I can't access now because of this email information. Following is the information emailed me that i have no chance to create an account ... Unfortunately , based on the information you submitted, we were not able to approve user application. It's nothing personal, we just don't think it would be a good fit. You are welcome to use the rest of the site as a resource. But after i have received this email , i can't login this site so far. wHy?

IMreport card is a good site but unfortunately they don't allow some countries anymore. I think many people mis used the service so they have banned a few countries. One can still write them a few lines below the registration form but the catch there is that IMreport card also records the IP address. One can not register 2 accounts from the same IP. So, even you are creating a new account it won't allow. Try some other PC :)
