What were they doing??

WOW, this is something I've never seen before, and I'm so totally clueless as to what was going on...
The other day, we're driving down the highway and there were cops out in full force. I mean, they were EVERYWHERE! And not just one, but at least 2 cops were pulling people over for whatever violations...
Then, there's this one cop in the median, taking stuff out of his trunk and handing it to another motorist (not visibly a cop)... We were totally wondering what in the heck was going on there!
So, what do you think it was??? Lunch? Guns? Evidence?

I would say all of the cops around were doing fund raising...filling the budget gap. Those fines can add up. What they were doing with the car in the median is anybody;s guess.
