Great terrorist or a weak government

In our country, Indonesia shaken by the bomb explosions. And this is not for the first time. And it happened almost at the same place as before. What do you think, this happens because great actors terrorists or weak government especially the department of defense and security.

No matter how strong the goverment, police or security, it's impossible to prevent every single act o terrorism. It can only reduce the threat. Even country as powerful as US ever suffered from terrorism acts.
So I tend to say it's the actor. And in this case, some group of people who implement their faith in a wrong way.
Friend, let's hope our country will get rid out of this situation soon.
