Why our scientists/Doctors couldnot Invented the Medicine for HIV/AIDS?

As per my knowledge,the causal Virus is changing its shape everytime ..Is it only the reason or something different?

I think that is the main problem when it comes to curing HIV/AIDS, the virus mutates at such a high rate that it's difficult to find a suitable vaccine.
